India is one of the key Medical Value Travel (MTV) destinations in Asia with over 5,00,000 foreign patients seeking treatment. MVT can be a 9 billion USD $ opportunity by 2020 through adequate focus and effective execution. India issued more than 1.78 lakh medical visas in 2016, including for follow up treatment, as against 1.22 lakh in 2015. The number of medical visas issued by India rose 45% in 2016 from the year before - an indication that India is rapidly becoming a hub of medical treatment for foreigners. Dental tourism alone accounts for 10% of the medical tourism and the government is keen to promote it. â€œIndia provides competitive cost advantage at one tenth of the cost of the US and Europe. By 2020, medical tourism industry of India is expected to touch $8 billion,â€ a recent CII report said.
In Mauritius alone, there are also significant opportunities in pharmaceutical manufacturing, medical devices and clinical trials. Of the USD 114 million of pharmaceuticals imported in 2016, the Health Ministry accounted for 25% of the import value. As an incentive to attract more manufacturing companies, the Government announced in the 2016-2017 budget that materials used in the manufacture of medical devices will be exempt from customs duty. In the proposed 2017-2018 budget, the Mauritius Government announced that new companies that manufacture medical devices will have an eight year tax holiday, and also proposed a rebate on air freight for companies exporting medical devices to Europe. Finally, to encourage growth in the medical devices industry in Mauritius, the proposed 2017-2018 budget states that the government will amend the Clinical Trials Act to allow testing of devices in Mauritius.
In 2016, Mauritius imported USD 28 million worth of medical equipment, mainly from Germany (16%), United States (14%), South Africa (11%), France (8%) and China (7%). With regards to imports of pharmaceuticals, in 2016, India remained the main supplier of pharmaceuticals to Mauritius, with 31% of the market, followed by France (17%), Germany (8%), South Africa (6%) and Switzerland (5.5%). Major US healthcare brands represented in Mauritius include: GE Healthcare, 3M, Abott Laboratories, Alcon, Medtronic, Newport Medical Instruments, Pfizer, Eli Lilly, Bristol-Myers and Squibb, and Merck.
